Citizen strengthening for local governance and the safeguarding of women’s rights

The voices of poor and marginalised communities and people, particularly women, will be strengthened with the aim of empowering them to ensure local government transparency and accountability. The National Network of Women Protagonists of Change (RNMPC) and eight municipalities in the north of Morazán will be strengthened.

Theme 1: Participation and effective governance
Goal: Poor and marginalised people, especially women, will have greater influence on decisions and policies which affect their lives in order to reduce their poverty.

Objective 1.1 Influencing local government plans and policies.
To empower and promote the voices of poor and marginalised communities, especially women, in order to increase local government transparency, accountability and responsiveness to those communities.

Expected results:

Result 1: People in poor and marginalised communities in the municipalities of Meanguera, Perquín, Joateca, Jocoaitique, Torola, San Fernando, Arambala and Villa el Rosario, in the north of the Department of Morazán – and particularly women – will have the skills and ability to participate in local government decision-making and to ensure transparency and accountability in local government policies and services in their municipalities.

Result 2: The autonomous organisation and the democratic leadership of RNMPC have been strengthened.

Result 3: The proactive capacity for advocacy and monitoring of public policies of IMU has been strengthened.

Gender strategies for HIV prevention in El Salvador (phase 2)

People who are affected by or vulnerable to HIV will adopt safer behaviour for HIV prevention; stigma and discrimination against people with HIV will be reduced; and influence will have been brought to bear on civil society leaders, opinion-formers and decision-makers to implement innovative, transforming methodologies for the prevention of HIV and the promotion of the rights of people affected by or vulnerable to HIV.

RICA objectives*:

Theme 3: HIV and AIDS
Goal: People who are affected by or vulnerable to HIV and AIDS will have greater access to care, support and prevention and there will be a reduction in the stigmatisation and discrimination they experience.

Objective 3.1: Rights for people affected by or vulnerable to HIV and AIDS
To promote the development and implementation of policies that protect the rights of specific vulnerable groups with regard to HIV and AIDS prevention, treatment and care.

Objective 3.2: Gender, stigma and HIV and AIDS
To inform and influence opinion formers to promote greater understanding of issues of gender, stigma and discrimination in order to protect and promote the rights of people affected by or vulnerable to HIV and AIDS.

Objective 3.3: Prevention of HIV and AIDS
To reduce unsafe behaviour among specific target groups related to HIV and AIDS.

Expected results:

Result 1: An effective, transforming response for the reduction of risk related to HIV will have been promoted.

Result 2: Influence will have been brought to bear on civil society leaders, opinion-formers and decision-makers to implement innovative, transforming methodologies for the prevention of HIV and the promotion of the rights of people affected by or vulnerable to HIV.

Environmental challenges and climate change in El Salvador

This project aims to strengthen the advocacy capacity of local environmental and farmers’ organisations to enable them to promote a more equitable and sustainable management of natural resources, particularly in relation to climate change and shortage of resources, and thereby to improve the quality of life of poor and marginalised people and communities in the Departments of Cabañas, Ahuachapán, and Sonsonate.

Theme 2: Sustainable environment
Goal: Poor and marginalised people will have improved quality of life through more equitable and sustainable management of natural resources, especially in the light of climate change and resource scarcity.

Objective 2.3 Environmental advocacy
To ensure poor people have sustainable and equitable access to natural resources, including addressing unsustainable patterns of global production and consumption in a context of climate change, resource scarcity and degradation.

Expected results:

Result 1: The partner organisations will have increased capacity to elaborate, put forward, influence and change public policies related to the problems of climate change, through local experiences in the Departments of Cabañas, Ahuachapán, and Sonsonate, with a citizen participation approach which promotes the right to a healthy environment.

Result 2: Poor and marginalised people and communities in El Salvador, particularly in the Departments of Cabañas, Ahuachapán and Sonsonate, will have more equitable and sustainable access to natural resources.
