Objective 1.1 Influencing local government plans and policies.
To empower and promote the voices of poor and marginalised communities, especially women, in order to increase local government transparency, accountability and responsiveness to those communities.

Expected results:

Result 1: Individual civil society organisations and networks (national and district level member organisations) have effective organisational management and internal systems, including programme management, reporting and monitoring and evaluation systems.

Result 2: Individual civil society organisations and networks (national and district level member organisations) have a greater influence and impact on government policies affecting poor and marginalised people, especially women.

A project focusing on enabling victims of human rights violations to seek ways of getting justice and living with dignity.

Raising women’s voices

Supporting women in Timor-Leste to gain greater influence in setting and implementing gender responsive regulations, policies and national plans.

Strengthening HIV prevention and support in Timor-Leste

Supporting local people living with HIV in advocating for better support services and reducing stigma and discrimination.

Theme 3: HIV and AIDS
Goal: People who are affected by or vulnerable to HIV and AIDS will have greater access to care, support and prevention and there will be a reduction in the stigmatisation and discrimination they experience.

Objective 3.1: Rights for people affected by or vulnerable to HIV and AIDS
To promote the development and implementation of policies that protect the rights of specific vulnerable groups with regard to HIV and AIDS prevention, treatment and care.

Objective 3.2: Gender, stigma and HIV and AIDS
To inform and influence opinion formers to promote greater understanding of issues of gender, stigma and discrimination in order to protect and promote the rights of people affected by or vulnerable to HIV and AIDS.

Objective 3.3: Prevention of HIV and AIDS
To reduce unsafe behaviour among specific target groups related to HIV and AIDS.

Expected results:

Result 1: Civil society organisations representing people living with HIV have improved their capacity to deal with advocacy and policy-related issues in order to promote the rights of people living with HIV and improve access to appropriate services.

Result 2: Increased representation of civil society organisations representing people living with HIV in policy-making forums at national and local government level.

Result 3: Increased level of awareness on issues of gender, stigma and discrimination relating to HIV among opinion-formers at national and local level, leading to reduced levels of stigma and discrimination against people living with HIV in Timor-Leste.
