Based in Baucau, the ODNA will work in conjunction with NGO Forum Timor Leste (FONGTIL) and its District Liaison Officer (DLO) in building the capacity of member organisations of the District Development Network (DDN). It involves supporting strengthening of the overall network management and building capacity for effective programme planning and implementation. S/he will develop the network’s members’ skills and knowledge in a variety of organisational development areas including strategic planning, administrative/logistical systems, organisational policy development, networking, communication, monitoring and evaluation.
You should have a degree or appropriate qualification in development studies, social sciences or a related field.
You should have at least three years’ work experience in organisational development of NGOs or community based organisations in an advisory, management and/or support capacity. As well as demonstrable experience of developing and implementing organisational learning and knowledge management systems; in planning and facilitating training events on organisational management and change; working with governmental and non-governmental organisations, and in the formation of volunteer groups and grassroots mobilisation; networking and representation with a range of people, organisations and cultures (including government, NGOs, Churches and local leaders), and in working in a resource poor environment where access to technology is limited.
Skills in strategic planning and of participatory monitoring and evaluation techniques/methods; an understanding of capacity building techniques and methods, including the ability to transfer skills and knowledge through formal or informal training and skill sharing; an understanding of the mechanisms of advocacy and the dynamics of coalition and network building, and an understanding of the implications of gender inequality when working with issues relating to local development are essential. You should also have excellent interpersonal and communication skills, including the ability to communicate and work with a wide range of people in a participatory, respectful, collaborative manner, and to enhance effective work relationships; maturity and sound political judgement; excellent project management, self-organising, and prioritising skills; good problem solving skills, and a drive for innovation, excellence and results; the ability to adapt skills and knowledge to local context and work with existing resources in a resource poor environment; personal commitment to learn basic Tetum and/or Bahasa Indonesian, and the ability to drive a motorcycle are also essential.
