21 Oct 2008 Electoral Support Adviser (two-year placement), based in Lilongwe, MalawiYou will have a degree or Master's degree in Law, Political Science, International Relations, Public Administration, Development Studies, Social Sciences, or related fields, and a minimum of three years' experience of advocacy work, including policy analysis, campaign planning, implementation, monitoring and evaluation, especially from a rights based approach.
You will also have relevant work experience in electoral reform issues, and of monitoring elections; of working in/and with NGOs/FBOs in an organisational development capacity; and of developing and delivering training materials and group sessions/workshops on the themes of this placement. Solid knowledge of the fundamentals of election monitoring: electoral systems, administration and processes, particularly in strategic areas of support such as institutional strengthening, voter education, citizen participation, public outreach and communication are also essential. Knowledge of governance issues, especially from a rights based approach; sound political judgement, negotiation and mediation skills, and the ability to work and act under pressure and with discretion in a politically sensitive and rapidly evolving environment; understanding of capacity building techniques and methods, and with the ability to share-skills/mentor staff; effective interpersonal, communication and networking skills, and ability to promote good working relationships with national, local and international stakeholders; and ability to work with in a diverse setting, with people of different cultural, gender, religion, education, race, nationality and age backgrounds are all essential.
Excellent project management, self-organising, prioritising and report writing skills (including the ability to plan and implement own work with limited support); ability to explore potential donors on election related matters; preparedness to work and engage with people from different Christian and Muslim faiths with a variety of theological backgrounds and understandings and willingness to travel extensively within Malawi are all essential.
Specialised training in advocacy; a theological qualification; experience in the development of relevant Information, Education and Communication (IEC) materials surrounding the electoral process; experience of working in a resource poor environment where access to technology is limited; ability and willingness to support fundraising efforts and a driving licence are also highly desirable.
