East Timor Country Representative, full time, 24-month contract, £17.500 pa (plus other benefits), based in Dili, East Timor

Please note that we are only able to consider applicants who are able to start this contract by February 2009 at the latest.

 

Educated to degree level in international development, management, public administration or in any other relevant field, the postholder will have a minimum of five years of direct experience in NGO management, strategic planning and project appraisal, with a track record of experience in: staff management, strategy and policy formulation, operationalisation of strategy and monitoring and evaluation, and of financial management responsibility with proven finance/budgeting skills. S/he will also have a track record of successful fundraising, reporting (including both narrative and financial) and liaising with international funders; significant experience of human resource management, including managing recruitment and selection processes, and of relationship and network building, including building and managing partnerships with civil society organisations.

 

The successful candidate will have sound communication and influencing skills, and ability to build effective and open working relationships with a range of people (eg staff, partners); good representational and negotiation skills as well as sound judgment and vision; sound knowledge and analysis of the South East Asian and East Timorese political and economic contemporary context; good understanding of international development issues, and the role of civil society organisations and multilateral bodies in development; good understanding of civil society organisations and NGO networks in the region and of the key issues involved, and well developed project cycle skills (e.g. design, implementation, monitoring and evaluation). The ability to live and work effectively in a challenging environment, and in compliance with security measures; sound grasp of gender analysis and dynamics; strong numeracy skills; proven ability to work under pressure and to prioritise a heavy workload; commitment to gender equality and to working as part of a team; commitment to Progressio's aims and core values, and willingness to learn Tetum and Bahasa Indonesia are also essential.

 

Relevant work experience in East Timor and/or in the South East Asian region; the ability to speak Tetum and Bahasa Indonesia; an understanding of the structure of the Catholic Church; and driving licence are highly desirable.
