Based in Hargeisa, Somaliland
Full-time, two-year contract
US$1,450 per month (plus other benefits)

The Project Officer will be responsible for the coordination of several projects and the development workers involved with them, as well as assisting with the timely preparation of reports to donors and bids to new and existing donors. The projects range from strengthening HIV and AIDS interventions, to building the capacities of civil society in advocating for human rights in Somaliland. S/he will also contribute to programme development and implementation, coordination of funded projects, support to development workers, and communications and advocacy work.

The successful candidate will have a degree or appropriate qualification in development studies or another relevant discipline; extensive practical work experience in policy advocacy and/or human rights projects, preferably with a non-governmental organisation; proven experience of project/programme administration, with competence in: financial administration; human resources management; report writing, and monitoring and evaluating. Experience of network building and working with civil society organisations, including faith-based organisations; working with people of different nationalities, ages and cultural backgrounds, and working effectively within the social/economic and political environment of a post-conflict situation are also essential.

The proven ability to think and act strategically in response to development needs and programmatic changes; a good understanding of international development issues, current trends, and of the role of civil society organisations and multilateral bodies in development; adaptability and flexibility to cope with changing circumstances, and to work effectively in a resource poor environment are essential. It will also be necessary to use initiative, be results oriented, and have the ability to organise own workload and work to tight deadlines; have well developed project cycle skills; excellent interpersonal, representational and influencing skills; be able to facilitate group meetings, and conduct group trainings in a participatory manner and to engage and enthuse others; have good problem solving skills, an openness to learning, and the ability to adapt skills and knowledge and work with existing resources. S/he should also have a good grasp of gender analysis and dynamics; computer literacy; excellent oral and written skills in English; the ability to be self-servicing; a personal commitment to learn the basics of the Somali language; cultural sensitivity in an Islamic/Somali environment, and the ability to work with diverse and marginalised groups; a strong personal commitment to Progressio’s vision, values and goals, and ability to put them in to practice, and a willingness to undertake road travel in Somaliland, and occasional travel to Nairobi.
